Spinal Shivers Question
Spinal Shivers
Spinal shivers says that it interrupts and you lose energy. What if the target is not doing anything? Are they still interrupted and will you still lose energy? Say I use a cold bow and spinal shivers on a monk. I interrupt his cast and I lose energy, but if he is sitting there not attacking or casting will I still lose energy on each hit? |
